Oman loans for foreigners and non-residents

Expatriates in Oman can borrow from local banks if they hold a resident card, a valid work contract and a salary paid to the lender. Non-residents are largely limited to buying property in integrated tourism complexes and other designated areas.

Credit for foreign residents in Oman

Oman's banking sector is smaller and more conservative than those of its Gulf neighbours, and Omanisation policies mean many senior positions are held by nationals. Expatriates can still borrow, but banks examine contract length, employer and remaining visa validity very closely.

The Central Bank of Oman (CBO) licenses and supervises all banks and finance and leasing companies in the sultanate. Its regulations cap retail lending relative to salary and limit how much of each bank's loan book may be devoted to personal loans.

Resident card holders

A Royal Oman Police resident card linked to a work permit is the basic requirement for opening an account and borrowing. Banks also ask for an employment contract, a salary certificate and an undertaking from the employer to pay salary and gratuity to the bank.

Because expatriate employment depends on the sponsor's work permit, lenders often limit the loan term so that it ends before the contract expires. A two-year contract therefore usually means a two-year loan, even if the salary would support a longer repayment period.

People living outside Oman

Non-residents cannot access personal loans or credit cards from Omani banks. Their main route to the market is real estate in areas open to foreign ownership, which developers sometimes support with payment plans, while bank finance is limited and assessed individually.

Buyers paid in euros, pounds or rupees who do obtain a rial facility should consider currency risk carefully. Because the rial tracks the dollar, a weaker home currency raises the real cost of every instalment throughout the life of the loan.

Owners of property in integrated tourism complexes are entitled to residence visas for themselves and immediate family, which can later open the door to a local bank account and, once income is established in Oman, to ordinary retail credit.

Mala'a credit bureau

Oman's credit bureau, Mala'a, operates under the Central Bank of Oman and collects data from banks, finance companies and other creditors. It issues personal credit reports and scores, and borrowers may dispute incorrect entries through the bureau and the reporting institution.

Central Bank of Oman lending rules

CBO rules have long set a maximum debt-service ratio for personal loans and a separate, higher combined limit when a housing loan is included. Banks must also respect caps on loan terms, which are shorter for personal loans than for housing finance.

Debt-service limits

For most salaried borrowers, personal loan instalments are capped at around half of monthly salary, with a higher combined ceiling when a housing loan is included. These ratios apply to residents of all nationalities, but banks often set tighter internal limits for expatriates.

Rates and fees in 2026

The Omani rial is pegged to the US dollar, so CBO rates follow the Federal Reserve. Lending rates in 2026 vary by employer category, and banks must disclose processing fees, insurance costs and early-settlement charges in the loan agreement before signature.

Islamic banking in the sultanate

Islamic banking was introduced only in 2012 but has grown quickly. Bank Nizwa and Sohar Islamic, together with Islamic windows such as Meethaq of Bank Muscat, offer murabaha personal finance, diminishing musharaka home finance and ijara car finance to residents.

Real estate open to foreigners

Foreigners can buy freehold units in integrated tourism complexes such as Al Mouj Muscat, Muscat Hills, Jebel Sifah and Hawana Salalah. Rules adopted since 2018 have gradually widened foreign ownership to additional designated areas, subject to ministerial approval and minimum investment levels.

Investor residency

Oman's investor residence programme offers long-term residence to people investing in property or businesses above set thresholds, with five- and ten-year options. Thresholds and eligible assets are defined by the Ministry of Commerce, Industry and Investment Promotion, so confirm before committing.

Main banks for expatriates

Bank Muscat, the largest lender, along with National Bank of Oman, Sohar International, Bank Dhofar, HSBC Oman and Ahli Bank, offer retail products to expatriates. Each publishes its own list of approved employers, which determines minimum salary and pricing.

Business finance and SMEs

Foreign entrepreneurs can now own companies fully in many sectors under the Foreign Capital Investment Law of 2019. Bank credit to a new company still usually requires audited accounts, a trading history and personal guarantees from shareholders resident in Oman.

Applying for a loan in Muscat

Omani banks usually process salaried applications through relationship officers at branch level, and the employer's cooperation is essential. Start the conversation with HR early, because salary assignment letters and gratuity confirmations can take several days to issue.

  1. Obtain your Mala'a credit report and check for unpaid telecom or utility bills.
  2. Confirm the remaining validity of your work permit and contract.
  3. Ask HR for a salary certificate and a salary assignment letter in the bank's format.
  4. Compare conventional and Islamic offers on total cost, including insurance.
  5. Choose a term that ends before your contract, or ask about renewal conditions.
  6. Read early-settlement and job-loss clauses, then sign and keep copies.

Warning signs for borrowers in Oman

  • Messages promising cash loans to expatriates whose visas are expiring, in return for an advance "approval fee"; licensed Omani lenders never require a payment before releasing funds.
  • Using a friend as guarantor without explaining that the guarantor becomes fully liable.
  • Departing Oman with an unpaid loan, which can lead to court claims and a travel ban.
  • Choosing a term longer than the work contract without written bank approval.
  • Paying deposits to unlicensed property agents outside an integrated tourism complex.

Checking licences

The Central Bank of Oman publishes the names of licensed banks, finance and leasing companies and money exchangers. Customers whose complaint is not resolved by the bank within the deadline set in its procedures may escalate the matter to the CBO.

Can a guarantor help an expatriate qualify?

Some banks accept an Omani or resident guarantor for borrowers just below their salary threshold. The guarantor's own debt-service ratio is assessed, and the guarantee stays in force until the loan is repaid, so the decision should not be taken lightly.

Frequently asked questions

These answers address frequent concerns of expatriates working in Muscat, Sohar and Salalah and of foreign buyers in tourism complexes. Conditions differ between lenders and change over time, so check the current position with the bank and the central bank.

What happens to my loan if my visa is cancelled?

The employer normally informs the bank, which can apply the end-of-service gratuity to the balance. Any shortfall must be settled before departure. Contact the bank early to agree on the amount and obtain a clearance letter for the immigration process.

Can I finance a car without salary transfer?

Some banks and leasing companies finance cars without salary transfer when the applicant earns well above the minimum and pays a higher down payment. The vehicle is mortgaged to the lender and comprehensive insurance is mandatory.

Is there income tax for expatriates in Oman?

Oman has announced a personal income tax on high earners from 2028, which would not affect most employees. Until then salaries are untaxed, but borrowers planning long-term commitments should consider how future tax changes could affect disposable income.
